"VOC clean metal primer is designed for use on clean bare metal, previously coated or lightly rusted metal. It has been formulated to conform to regulations limiting the amount of volitle organic compounds contained in chemical coatings. This primer is compatible with Rust-Oleum Stops Rust brand finishes.
